The tie vote through the referee's eyes

Why this matters. In a tie you cannot invent the procedure on the spot.

What to do. Establish which candidates got the equal highest number of votes; then carry out exactly the procedure of extra speeches and re-vote that the rulebook provides. Check separately the scenarios of one candidate and of a repeated tie.

How it sounds. "Candidates two and seven have an equal number of votes. I announce the further procedure under the rulebook."

Practice. Run through the decision tree: one candidate, two, three, a repeated tie.

Typical mistakes. Confusing a tie with automatic removal, or forgetting the leftover votes.
