Refereeing in Boulevard Mafia (Cartel)

Resolving conflicts

These rules are binding for the referee. Night actions are resolved in this order:

1. The validity and limits of the targets are checked.
2. The Putana blocks the chosen player (except the Putana herself) and cancels that player's personal ability.
3. The Lawyer is applied.
4. If the Barman is included, his swap is applied to the targets of unprotected actions after the blocks and before protection and attacks. The Putana's targets and the Barman's own target cannot be swapped.
5. Protective effects are applied.
6. The attacks of the Mafia and the Maniac are applied at the same time.

Each protection absorbs one attack: two independent attacks on one target need two protections.

What a block means

• Blocking the Doctor cancels the healing, blocking the Commissioner cancels the check, blocking the Maniac cancels his attack, blocking the Journalist cancels the comparison.
• If the Don is blocked, the shared Mafia shot is still possible through the other living mafiosi. If the Don is the only mafioso left, the shot is cancelled.
• If an ordinary mafioso is blocked, the shared shot stands as long as another unblocked mafioso remains.

Special cases

• A player eliminated overnight still performs the accepted, unblocked action of that night.
• Check results are returned privately before the morning announcement.
• The basic Fortuna edition has no chain deaths from the Putana and no daytime alibi.

Conduct rules

Do not peek, reveal another person's card, use a phone for hints, signal to eliminated players, humiliate participants or reveal the host's hidden information.

Breaches

• First minor breach: a warning.
• Repeated breach: loss of the right to speak for one day round.
• Deliberately revealing a role or systematic disruption: disqualification by the host's decision.

Host mistakes

Stop the timer, record the event and correct the mistake before anything is revealed publicly. After the reveal do not rewrite secret decisions retroactively: announce a neutral decision or replay the round if the mistake affected the game significantly.

Appeals and the log

An appeal is possible only between games. The host records warnings, vote results and night actions in a private log.
